Dr. Phillip R. Cuccia, COL (Ret.), was the Director of Strategic Engagement for the USAWC at the Strategic Studies Institute from June 2017–June 2019. Prior assignments included the International Security Assistance Force in Afghanistan, the staff of the Operations Chief of the Office of Defense Cooperation and the U.S. Army attaché at the U.S. Embassy to Italy, and assistant Political Advisor and Planning Officer at the NATO Joint Forces South HQ in Naples, Italy. Dr. Cuccia has served in armor and cavalry units in various positions from the platoon through regimental level. He participated in Operations DESERT SHIELD/STORM and UPHOLD DEMOCRACY, and the NATO mission in Iraq. Dr. Cuccia holds a B.S. degree from the United States Military Academy, an M.A. in Security Studies from Sapienza University in Rome, and an M.A. and Ph.D. in military and European history from Florida State University.
